The goal of Argus is to close all of the onscreen eyes. Tapping an open eye will close it and toggle its neighbors from open to closed, or closed to open, as the case may be. Tapping the eyes in the right order will allow you to close them all and clear the screen.
The initial levels are quite easy to solve but it gets much tougher as you get farther along!
